A1 Certificate

The A1 Certificate is an essential document for employers sending employees to France or another European country on a temporary basis. It confirms which social security system applies and helps avoid double social security contributions.

What is an A1 Certificate?

The A1 Certificate, also known as Portable Document A1, is an official European document confirming that an employee remains covered by the social security system of the country where they are normally employed.

For employers, it serves as evidence that social security contributions remain due in the home country rather than in France, provided the applicable European conditions are met.

When is an A1 Certificate Required?

An A1 Certificate is generally required when an employee temporarily works in another EU Member State, EEA country or Switzerland.

Common situations include:

  • employee postings;
  • installation and maintenance projects;
  • project-based assignments;
  • attendance at meetings or training abroad;
  • employees working in multiple countries.

Even short-term assignments may require an A1 Certificate.

Why is the A1 Certificate Important?

French labour and social security authorities may request the A1 Certificate during inspections. Without it, questions may arise regarding the applicable social security legislation and additional administrative obligations may follow.

A valid certificate provides clarity and reduces compliance risks for both employers and employees.

How Do Employers Apply for an A1 Certificate?

The application must be submitted to the competent social security authority in the country where the employee is normally insured.

Employers should obtain the certificate before the assignment starts and ensure it is available in case of inspection.

A1 Certificate and Assignments to France

The A1 Certificate is often not the only requirement when employees are sent to France.

Additional obligations may include:

  • the French SIPSI posting declaration
  • compliance with French pay and employment rules;
  • health and safety obligations;
  • sector-specific requirements.

The A1 Certificate only covers social security matters and does not replace other compliance obligations.

Practical Considerations for Employers

Check Assignment Duration

European posting rules are subject to specific conditions and time limits.

Keep Documentation Readily Available

The certificate should be stored together with other posting documents.

Review Multi-Country Work Arrangements

Employees working regularly across multiple countries may be subject to different social security coordination rules.
