CPAM (Caisse primaire d'assurance maladie)

The CPAM (Caisse Primaire d’Assurance Maladie) is France’s primary health insurance fund and forms part of the French social security system. This institution administers the statutory health insurance scheme (Assurance Maladie) for employees, self-employed individuals and other insured persons in France.

The CPAM is responsible for reimbursing medical expenses covered by the statutory health insurance system, such as doctor consultations, hospital stays, medication and other healthcare costs. It also plays an important role in the payment of various social security benefits when an employee is temporarily unable to work.

What are the responsibilities of the CPAM?

The CPAM manages a significant part of the healthcare and social protection system for employees in France.

Its main responsibilities include:

  • Reimbursement of medical expenses.
  • Administration of the statutory health insurance scheme.
  • Payment of sickness benefits during periods of incapacity for work.
  • Compensation for workplace accidents and occupational diseases.
  • Administration of maternity leave and childbirth-related benefits.
  • Payment of certain benefits during parental leave.
  • Management of the social security number and the insured person's records.

Why is the CPAM important for employers?

Employers regularly interact with the CPAM, particularly when an employee falls ill, is involved in a workplace accident or takes maternity leave. In such situations, administrative formalities and notifications must often be completed within the applicable legal deadlines.

Proper management of these procedures is essential to avoid delays, administrative errors and potential penalties.

CPAM and sick leave

When an employee is unable to work due to illness, the CPAM may, under certain conditions, pay daily sickness benefits (indemnités journalières) to compensate for the loss of income. Depending on the circumstances, the employer may also be required to provide additional compensation in accordance with applicable legislation or the relevant collective bargaining agreement.

CPAM and workplace accidents

In the event of a workplace accident or an occupational disease, the CPAM reviews the case and determines whether the accident or condition is recognised under the French social security system. This recognition may affect the reimbursement of medical expenses and the benefits to which the employee is entitled.

Professional support with CPAM formalities

For foreign employers and companies employing staff in France, the procedures and obligations relating to the CPAM can be complex. Professional support helps ensure that sick leave, workplace accidents, maternity leave and other administrative formalities are handled correctly and on time.
